Chapter 1 General Rules
Article 1 (Name)
This organization shall be known as the Korean Association of Foreign Student Administrators (hereinafter referred to as “KAFSA”) and in English as “Korean Association of Foreign Student Administrators” (abbreviation: KAFSA).
Article 2 (Purpose)
The purpose of this Council is to contribute to the promotion of internationalization of member universities by promoting business cooperation and information exchange among the heads of international exchange departments of domestic universities, and exchanges and cooperation with related organizations in Korea and abroad.
Article 3 (Business)
In order to fulfill the purpose of the preceding Article, the Council shall conduct the following business.

Exchange of information and data among member institutions.
- ②
Cooperation and exchange with international relations organizations at home and abroad.
- ③
Collecting information and data related to international exchange.
- ④
Holding seminars on international exchange
- ⑤
Any other business necessary to fulfill the purpose of the Council.
Article 4 (Location and Secretariat)
- ①
The location of the Council shall be the address of the President's University.
- ②
A secretariat shall be established within the President's University for the smooth operation of the Council.
- ③
The secretariat may have a secretary general and staff members appointed as faculty members belonging to the President's University.
- ④
The Secretary-General, with the approval of the President, shall be in charge of the income and expenses necessary for the activities and operations of the Secretariat and the affairs of the Council.
Chapter 2 Membership
Article 5 (Membership Eligibility)

Full members of the Council shall be universities that are engaged in international exchange-related activities and have paid the annual membership fee.
- ②
Associate members of the Council shall be related organizations that carry out international exchange-related work except universities.
Article 6 (Membership Application)
Institutions wishing to join the Council shall apply in writing to the President and shall be approved by the Executive Board.
Article 7 (Rights and Obligations)

Members of the Council may participate in all business and activities of the Council.
- ②
Only one representative member from each participating university shall have the right to vote and be elected.
- ③
Associate members of the Council shall not have the right to elect or be elected as officers.
- ④
Members of the Council shall pay the prescribed membership fee and comply with the resolutions of the Council.
Chapter 3 Executive Officers
Article 8 (Officers)
① This Council shall have the following officers.

President: 1 person
- 2.
Senior Vice President: 1 person
- 3.
Vice President: No more than 2
- 4.
Auditor: 1 person
- 5.
Directors: 20 or less
- 6.
Secretary (Director): 1 person
② The officers of the Council shall be the heads of the departments in charge of international affairs of four-year universities nationwide.
Article 9 (Term of Office)
The term of office of the officers shall be from January 1 to December 31 of each year, and they may serve consecutive terms.
Article 10 (Appointment)

The Senior Vice President shall be elected by the General Assembly and shall succeed the President-elect.
- ②
The Auditor shall be elected by the General Assembly.
- ③
Other officers shall be appointed by the President upon the recommendation of members or voluntarily.
- ④
If there are special circumstances, such as there are no applicants or recommendations before the start date of the term of the Senior Vice President and the Auditor, the President may appoint them through the Executive Committee. However, in this case, the General Assembly must approve the appointment.
Article 11 (Duties) The duties of the officers are as follows.
Official duties of directors of the association are as defined in the following:

President: Represents the Council, chairs the General Assembly and Executive Committee, and oversees all affairs in accordance with the Bylaws and resolutions of the General Assembly.

Senior Vice President: Assists the President and assumes the duties of the President in the event of his/her absence.
- 3.
Vice President: Assists the President and assumes the duties of the President in the event of the Senior Vice President's absence.
- 4.
Auditor: Audits the business affairs and financial accounting of the Council and reports to the General Assembly.
- 5.
Director: Attends the executive meeting to coordinate the operation direction of the Council and resolve the agenda.
- 6.
Secretary (Director): He/she shall handle all affairs as ordered by the President.
Article 12 (Advisors)
The President may appoint a few advisors with the approval of the Executive Committee. The advisors have the right to vote in the Executive Committee.
Chapter 4 Meetings
Article 13 (Establishment and Decision)
The meetings of the Council shall be established by a majority of the members present and shall be decided by a majority of the members present.
Article 14 (General Assembly)

The regular general assembly shall be convened twice a year, and an extraordinary general assembly shall be convened by the president as needed.
- ②
The General Assembly shall decide on the establishment and amendment of the Bylaws, the election and nomination of officers, the approval of financial statements, and other important issues related to the operation of the Council.
Article 15 (Executive Meeting)
- ①
The executive meeting shall be convened by the president when deemed necessary by the president or upon the request of at least 1/3 of the executive members.
- ②
The Executive Meeting shall approve the budget use plan, appoint officers in accordance with Article 10.4, appointment of advisors, and other matters related to the operation of the Council, and handle matters delegated by the General Assembly.
Article 16 (Committees)
The President may establish various committees as necessary.
Chapter 5 Finance
Article 17 (Finances)

The Council shall be financed by annual membership fees, participation fees, grants, sponsorships, and other income.
- ②
Member universities shall pay the annual fee in the manner specified by the President every year, and the amount of the annual fee shall be determined by the Executive Committee.
- ③
The auditor shall receive and audit the statement of use from the host university and report the results to the General Assembly.
Article 18 (Use of Expenses)
- ①
The President shall appropriately use expenses such as travel expenses, meeting expenses, and consumable expenses necessary for the progress of the Council's work, and shall prepare a statement accordingly.
- ②
Two staff members of the Secretariat shall be provided with expenses related to participation in international education fairs, and a monthly allowance shall be paid to the staff member in charge.
- ③
The President may provide travel expenses for one faculty member of the Senior Vice Presidential School to participate in the International Education Fair.
Article 19 (Fiscal Year)
The fiscal year of the Council shall be from January 1 to December 31 of each year.
Chapter 6 Amendment of Bylaws
Article 20 (Amendment of Bylaws)
Amendments to the Bylaws of the Council shall be made by a motion of at least one-third of the members or by a resolution of the Executive Committee, and shall be approved by a majority of the members present and voting at the General Assembly.
Chapter 7 Bylaws
Article 21 (Bylaws)
Matters not specified in these Bylaws shall be governed by relevant laws and social conventions.

(Effective Date) These Bylaws shall be effective from December 17, 1999.
Addendum
(Effective Date) These amended Bylaws shall be effective as of April 30, 2004.

(Effective Date) These amended Bylaws are effective as of December 7, 2015.

(Effective Date) These amended Bylaws are effective as of December 7, 2016.
(Transitional Measures) Notwithstanding Article 9, the term of office of the President-Elect and Officers shall be from September 1, 2017 to December 31, 2018.
Addendum (Jan. 1, 2023)
(Effective Date) These amended Bylaws shall take effect on June 14, 2023.
(Transitional Measures) The affairs between the date of amendment of these amended Bylaws and the effective date shall be governed by these amended Bylaws.
